What is the best way to handle the animal control issues we have today?

There is a general consensus that the euthanizing of animals to make space for new animals in shelters is a bad idea. If we believe this what are some other practical and viable options that are available to shelters? What are the actions we can take on a personal, local and national level? Or, if you feel that the euthanizing process is the best, why do you thing this?

  1. Instead of laws that only encourage fixing pets, they should be mandatory allowing for a few exceptions. Every dog or cat that is adopted from shelters should be fixed. At a minimum all females should be spaded.

    Dogs sold by breeders should have the cost of fixing the animal included in the price. This would have a dual positive effect. First more buyers of the dogs would get them fixed because they already paid for it. Second, the cost of buying a pure breed would be higher which might cause more people to adopt from a shelter instead.
